paz
You can go get a visa in Savannket at any time you want, irrespective of your status or dates of allowed stay in Thailand.
Mario2008
You only need a minimum of number of days left if you want to convert from a visa exempt entry or tourist visa, which you do at immigration in Thailand. For a new visa from abroad as you plan to get, there is no such requirement.

tom21
if you are planning to get an extension to your non imm O for marriage/ retirement and meet the requirements. you can apply at immigration for an extension and they will convert your tourist visa to a non imm O . as said above you need 30 days remaining on your present visa

Only Bangkok immigration can do a conversion to a non immigrant visa based upon marriage and it takes 2 trips 15 days apart to get it. Unless a person is living in or near Bangkok doing the conversion is not a good option. It far easier to get one at a nearby embassy or consulate. ubonjoe
You could go out for your visa instead of getting the 30 day extension and use the 1900 baht for your trip to Savannakhet. Thirty days out of the 15 months of total stay you get from the visa is not much,
