I'm going to apply for retirement visa in Thailand after spending some time in Thailand.

Do I need to obtain "Police verification" in US before I fly to Thailand ?

Or is there anyway I can get it while I'm staying in Thailand without going back to US ?

You do not need a police background check to apply for an extension of stay (it is not a visa) at immigration here. Nor do you need a medical certificate.

Those are only required to apply for a OA visa at an embassy or official consulate,

Yep. Police Report or Medical Report not required for extensions of stay.
