I have read somewhere that one should register at "Immigration" every 90 days while one is here in Thailand. Is this also necessary for persons who are staying in Thailand on a tourist visa , going in and out of the country within 90 days ?

It is only if you stay for the full 90 days. Leave earlier than 90 days there is no obligation to report your address to Immigration.
