It doesn't take an idiot to realize that it is not improbable that a quake could hit at 7.0 which is their standard for this dam. These people are justified in their fears. They need to do something about the problem instead of trying to reassure these people about it being so safe. Should they have made so it would withstand a 9.8 just for you? In terms of the amount of energy released, an M 7 quake would be nearly 11 times more powerful than an M6.3 - though they don't tell you that bit. Your M9.8 would be 13,675 times more powerful than an M7 and more than the theoretical limit of how much cracking rock can physically do on earth. Rocks crack under stress and the very strongest rocks under the most brittle conditions could not withstand more stress than would trigger a 9.6 - without cracking and causing an earthquake. For greater stresses than that you have to move beneath the earth's crust where the rock is no longer brittle, it's a higly viscous liquid. So rocks can't get more crunchy than a 9.6.
