If it's for electronic/computing gear, try Panthip plaza. they have a lot of UPS units there. This filters voltage as well as giving you some backup time.

If you're using electronics/computer gear, then as masuk mentioned, a Uninterrupted Power Supply (UPS) will do what you want.

If it's a LARGER item, then you'll need something like an "Automatic Voltage Regulator" (aka 'ferroresonance') to act as an automatically variable transformer.

There are no batteries (it's not a UPS), they compensate for the lower voltage by pulling more current from the input side.

Global House has stabilizers for the whole house. My electric is so bad I had to buy a 5,000 watt generator but it is not big enough for the water heater, so no showers.

When the storms hit early in the rainy season my electric is out all the time. If it is not out, I get voltage fluctuations all the time. Seriously considering one. PEA has already cost me a 1 year old 45 inch TV and the satellite feed.
