For residency as those of us on retirement extensions do?

A bit cryptic as to what you want to ask.

But everybody needs to report his address every 90 days, regardless of the kind of extension.

I would say only Phuket.

From reports I have seen it is for all one year extensions.

do people on 1 year non b visa & WP need fill out the form for registration of residency (the tm 30 or the one phuket asks for)

that needs the landlords id card/copy Taam bienbaan/signature

Phuket now has two distinct procedures:

1) 90 day Reporting - each time you stay in Thailand more than 90 days

2) Address reporting - which they now require prior to considering a one year extension.

Separate desks, separate paperwork and separate process.

For your info I am on a one year extension based on being married to a Thai and working (with WP/Tax, etc.) - they accepted my address registration without any quibble, but informed me that it was not actually physically required until my next one year application was due.

They have their own form which is not numbered, they got confused when I asked if it was a TM30.

As seems usual with immigration, they are making it up as they go along.

my gf is on a 1 year noin b visa so wanted to see if she needed to do the registration as i do here in Phuket as i am on a retirement extension,

i have not done a 90 day report in over 2 years as i take her out every 90 days :-)
