Hi,

For my second entry, I'd just like to confirm that I need to re-enter Thailand BEFORE the "Enter Before" date marked on the visa.

I think I'd heard that it may actually be possible to re-enter ON that particular date but have been unable to find that information.

I'm marked for 1st of March so can I do my border run on the 1st or is the 28th of Feb the last date I can re-enter?

As explained many times. Enter before (midnight) dd/mm/yy

Permited until (midnight) dd/mm/yy.

You have to enter the country on or before the enter before date.
