papa looking for a local artist /technician who could render BSA on both sides of a gas tank, not expensive;

else maybe ask around artists' lane next to Mikes Shopping Mall.

Why doesn't papa go to a print store with an example and get a couple of stickers printed. Providing you use the correct type of lacquer, you could then cover the whole tank with a shiny finish coat.
