BANGKOK: -- THE Department of Special Investigation plans to summon the daughter of Land and Houses chairman Anant Asavabhokhin and a SW Holding Group executive to question them over the alleged embezzlement at the Klongchan Credit Union Cooperative.

Pol Lt-Colonel Somboon Sarasit, the DSI Bureau of Special Crime 3 chief, said Alisa Asavabhokhin would be asked to provide information about eight land plots in Pathum Thani that Supachai Srisupa-aksorn, former chairman of the cooperative, sold to her. Somboon said SW Holding Group executive Sathaporn Wattanasirinukul would be questioned about assets Supachai transferred to him.

He said the Special Case Screening Committee led by DSI deputy chief Lt-Colonel Wannapong Kacharak had resolved that the agency was authorised to probe all alleged money-laundering cases in relation to the Klongchan case without having to ask for Special Case Committee approval.

DSI investigators would ask DSI chief Suwana Suwanjutha to approve orders to summon Alisa and Sathaporn, he added.

Somboon said the DSI was working on five cases related to the Klongchan case and would place importance on the timing of asset transfers starting from February 2013, when the anti-money laundering law began covering embezzlement cases.

Commenting on the DSI's probe into 33 suspicious loan contracts between the cooperative and 28 firms or individuals, Somboon said the investigators suspected most were fake and an attempt to cover up 878 cooperative cheques worth Bt10 billion in total that Supachai had signed. He said one firm that borrowed money had returned it, meaning the case now involved 27 firms or individuals.

If the firm that has returned the money knew it was part of a fraud/embezzlement scheme they should still be punished.

Just returning the money because you got caught should not exempt you from justice. Maybe mitigate your punishment, but that's it.

If they didn't know, then ok, that's the right thing to do.

However they still need to be investigated to establish how complicit they were in this crime.

And then in the same article, it indicates they don't even have approval as yet from the DSI director to do the summoning. The article says they plan to ask for her approval.

It's great how we always read reports of the authorities "planning" to do something or calling in people for questioning. But only EXTREMELY rarely do we ever hear anything actually happening as a result.

Think of how many times you've read the DSI is planning to investigate something or has begun to investigate something. And then think, by comparison, how many instances ever result in actual criminal charges being filed as a result.

Be fair.... they can't just bring them in for questioning. First they need plenty of time to get their story straight... er I mean double check their facts before the interview. They also need to make sure passports are in order, a; visas are applied for, and suitcases are packed and ready just in case. It is not so simple when you have social leadership responsibilities. People look up to you to set an example of how to behave.
