That spinning "buffering data" icon sometimes appears during broadcast

I've seen this perhaps a half dozen times now because I never watch television here, so it's only when I just happen to be in the same room while a movie is playing. It's happening on a cable TV channel, but I don't remember which one. The movie will freeze and that spinning icon that usually means a local buffer is empty and waiting on more data from the server:

It appears for maybe 3-6 seconds, but don't see how this should happen with cable TV broadcast. It almost feels like the station is pulling the movie off the internet and streaming it over their network.

Has anyone else seen this?
