Can anyone tell me how many days before the expiry date, i have to submit for one year extension of non-o retirement visa. This is the first extension.

Normally you CAN go as early as 30 days before (with some good reason up to 45 days before).

You MUST submit at latest on the day of expiry, which is not a good idea normally.

I usually go about two weeks before expiry.
