Bomb victims' families angry over 'red tape'

Forensic institute says process will prevent lawsuits

BANGKOK: -- SOME of the relatives of those killed in Monday's bombing at the Erawan Shrine in central Bangkok have already collected the remains of their loved ones from the Police General Hospital's Institute of Forensic Medicine (IFM).


But the IFM has had to defend itself from criticism from some of the families of foreign victims about the overly complicated and drawn out process of recovering the remains of their loved ones.

The remains of up to 11 foreign victims were ready to be returned to their families as of yesterday.

The bombing at the Hindu shrine at the Ratchaprasong Intersection on Monday evening killed 20 people and injured more than 100 others.

"We are in the process of conducting DNA tests on two bodies," IFM chief Pol Maj General Pornchai Sutheerakun said yesterday.

For Thais, the relatives of victims have to produce ID cards and housing registration for themselves and their dead loved ones, said Pairoj Damban, of the institute's PR office.

Officials will issue death reports that the relatives must present to police, who will in turn hand over documents indicating the cause of death. The families must take the documents to their district offices to be issued with death certificates, which they will need to show to the institute when they collect the bodies.

For foreigners, the families must notify their embassies and get official documents to prove their relationship to the deceased. Then they can contact the IFM with the documents and copies of passports of the deceased and of themselves. Officials will complete death reports that the families must present to police, who will issue more documents indicating the cause of death. The families then must take the documents to the relevant district offices to be issued with death certificates, which need to be shown to the institute when the bodies are collected.

Pairoj responded to criticism from some of the families that the process to collect the bodies was too complicated by saying that the institute did not want to have legal problems in cases where the deceased have lots of assets.

Meanwhile, the government will provide compensation to the families of those killed in the bombing.

The Justice Ministry will pay Bt100,000 to the families of each victim.

The families of each foreign victim will also be entitled to Bt300,000 in compensation from the Tourism and Sports Ministry.

Pol Colonel Naras Savestanan, director-general of the Rights and Liberties Protection Department, yesterday visited the IFM to personally hand over compensation to the families of the deceased foreigners.

His department also dispatched its officials to injured victims and relatives to explain their rights to them.

Meanwhile, the Public Health Ministry has set up a "war room" to handle the aftermath of Monday's bombing.

A list of names everyone killed and injured in the bombing is now available on www.moph.go.th. Relatives can also contact the hotline (02) 590 1994 around the clock if they need information.

The Public Health Ministry will also make available psychiatrists and psychologists to the victims and relatives to help them cope with their loss.

How the hell will a foreigner be able to follow all that? and know just what relevant office and where it is? will they be accompanied with an interpreter to help them go from pillar too post? will they be provided with transport? Way to complicate things huh.

Why 100,000 for a Thai and 300,000 for a foreigner?

I do feel for anyone who loses income through no fault of their own BUT the way people act here can be thoughtless, heartless and grabbing when it comes to money, sorry I mean the one true God.

Th dust had barely settled on the crime scene when CM Tourism issued a statement that they wouldn't be affected ! Thainess.

Yes unfortunately except the money part the proper protocol is being used by the Thai authorities, there is a lot to be done when a incident like this happens with foreigners, one wouldn't like to receive the wrong body delivered back home.

Foreigners need to have a copy of the deceased relatives passport.

What happens if the deceased was following Thai law and had the passport with them at the time of their demise? Makes it a little difficult to make the copy required, especially if the passport was severely damaged.

Exactly right, there are protocols to be followed to ensure the correct persons receive the body, etc etc, to avoid unnecessary grief or legal complications later. And the same, if not longer in Western countries.

But don't let that stop the Thai bashers in most if not all previous posts. Spell out exactly what they did wrong???? They do, if you cared to read all news on this, have teams of interpreters to help.

In respect of the money, read it correctly, maybe difficult to do for most TV posters. Thai and foreigners get THB100,000., but foreigners can get up to THB300,000 from a different department, which is to assist with travel and accommodation etc.

hmm foreigners pay double, ripple or evne up to 10x times more for things here...why not also compensate more?

...just pass the paperwork through...help them along....so they don't have to linger in this horror....

Interpreters are usually at the hospital or police station only. I think in times of crisis like this they need authorities who can personally take them to district offices to get the documents completed as well or even just do it for them since its a such special case. I know for some Embassies, embassy staff will be there to assist their own people in the process.

They should be directed to a central office where a translator and guide takes them to all the different places needed and outlined. They are in a state of grief and do not need to be burdened further by stumbling from one location to another to acquire documentation that they need to claim their loved ones remains. Seems that TAT is only worried about the "live warm" ones.

The small amount of Money is like pissing on the dead and their families. If a life isn`t worth more then it would be best not giving anything at all. The small amount is a bloody joke.

How much did the recent bicycle event cost?

Enough to get it into the Guinness book of records. When spreading happiness and joy no amount of money is spared. Yes the payment for these poor unfortunate few was a mere pittance. They will not complain however.

Grieving foreign family should surely just ask for help at their embassy. There will hardly be a flood.

Re money. To stop foreigners complaining that 100,000 is too little. If a foreign government is offering to pay for something like this, some will want millions. 3x seems a reasonable compromise. Money will never compensate anyway. It's just a gesture. They should all probably have travel insurance anyway. Thais would be disadvantaged at even 300,000. Just so sad in every way. What a way to end a holiday.
