Police yesterday arrested 88 people suspected of using illegal drugs, during a mass raid of a housing block in Phnom Penh’s Sen Sok district.

Phnom Penh deputy police commissioner Bon Sam Ath said more than 100 officers swept through rented houses in Toek Thla commune’s Boeng Chhuck Block starting about 8am.

Sam Ath said the large-scale raid was prompted by reports that Boeng Chhuck Block had descended into anarchy and was plagued by gambling, drugs and gangsters.

I wouldn't be chasing the users, as they are at least to some degree the victims (even if it is stupid to listen to a friend to try it). I'd be going after the largest pushers, and rather than giving them a life sentence at tax payers expense, I'd give them frequent doses of their own medicine, then do a take away to see what it feels like to be one of their customers. If they can't integrate with society and play nice after that, then consider other options that are available in the legal system here.
