Government to mobilize 937 billion baht fund for next fiscal year

BANGKOK: -- The government needs a fresh fund totalling 937 billion baht for 2016 fiscal year to be mobilized by means of issuing bonds for sale to the public and financial institutes, said Mr Suvich Rojanavanich, director of Public Debts Management Office, on Friday.

The 937 billion baht fund which represents an increase of 232 billion baht from last fiscal’s 705 billion baht fund will be divided into two portions.

The first portion is to be used to refinance old debts amounting to 422 billion baht which includes 104 billion baht debts under the Public Debts Act; 188 billion baht FIDF debts; 80 billion baht Finance Ministry’s debts and 50 billion baht debts by means of bond exchanges.

The second portion, amounting to 515 billion baht, is to be used to fund infrastructure projects which include 390 billion baht to compensate budgetary deficit; 63 billion baht for state enterprises to be extended to their borrowers and 61 billion baht to supersede loans in foreign currencies.

460 billion baht in benchmark bonds with different terms of maturity ranging from 5-50 years will be issued to mobilize fund from the public and financial institutes. Moreover, the Public Debts Management Office has a plan to issue 104 billion baht worth of savings bonds with 3-5 year term of maturity, said Mr Suvich.

"Junta chief Prayuth Chan-ocha told the National Legislative Assembly yesterday the proposed [2015] budget would not leave problems or debt for the country in the long run - as he would only be in power for one year.

"I don't want to create a burden. There is no debt. Only one year [in power], I will do what should be done. We will find the problems and solutions with a clear roadmap,"

Prayut has become just another politician who can't deliver his promises. Such politicians don't get re-elected. But how will Prayut be held accountable?
