I'm in Pattaya and I have to activate a Tourist Visa Second Entry on September 30 maximum.

If I don't use a border run company, what's the best and cheapest way to do it, knowing the problems with the Cambodian border?

You can now do an out/in at the Cambodia crossings if you have a valid visa to use for entry.
