Thai diplomat says regrets improper act in deadly shootings of Vietnamese fishermen

Thailand’s government does not allow foreign ships to fish within its waters, but it does not mean law enforcement officials are allowed to conduct violence against fishermen of other countries, a Thai diplomat said, as reported by Tuoi Tre News.

Tanee Sangrat, deputy general director of Department of East Asian Affairs of the Thai Foreign Affairs Ministry, said at a meeting on Thursday that Thailand feels regretful for the improper acts Thai coast guard force directed against fishermen from the southern Vietnamese province of Kien Giang earlier this month.

A delegation led by Thai Consul General to Ho Chi Minh City Panpimon Suwannapongse met Kien Giang authorities in the Mekong Delta province to discuss measures to promote bilateral cooperation in aquaculture and aquatic animal exploitation.

The shooting that killed one Vietnamese fisherman two weeks ago was discussed at the meeting.

Six local fishermen were fishing off Kien Giang on September 11 when they were stopped by coast guard officers on board the ship Thai Police 528.

The captain and steersman of one of the fishing boats, was killed, while two others were injured as the Thai officers opened fire at them.

The Vietnam Fisheries Resources Surveillance Department underlined that the site is in the waters between Vietnam and Malaysia, wheres Thailand insists that the location of the shootings lies about 40km from their Narathiwat Province, which means it is well within Thailand’s waters.

At the Thursday meeting, Kien Giang deputy chairman Mai Anh Nhin expressed his vehement objection to the shooting and requested that Thai authorities probe it, punish those involved, and compensate for the human and property losses of the Vietnamese fishermen.

Mr Tanee, the Thai diplomat, responded they are very regretful that the Thai coast guard force has taken improper acts against Kien Giang fishermen.

Mr Tanee added that relevant Thai agencies are investigating the case under the Thai government’s direction. He also expressed his hope that such a regretful incident would not be detrimental to the strategic partnership relations between Thailand and Vietnam.

Only one other reply to this topic. Not surprising, since the topic issue requires a bit of academic thought. Even my feeble brain generates enough curiosity to wonder why a perceived territorial fishing waters violation could possibly escalate into the murder of two fishermen, by the Royal Thai Maritime Police. This current incident reminds us of the two Cambodian "children" who were shot to death (in 2014), by Royal Thai Army snipers, for the violation of cutting "fallen" wood, just 10- meters distance inside the Thai border. Real alien "space" invaders they were, I suppose. Those poor, hapless kids probably didn't even know they were in Thailand, to begin with. So much for the value placed on human life, in this "Buddhist" influenced LOS!

People and families are so culturally inter-twined along the land connected borders of SE Asia, that very little thought is given (locally) to petty issues, e.g., national sovereignty. The Royal Thai Police officers involved should be fired, then prosecuted for murder. But the "shoulds" never count, and normal Thai mentality has very little sense of accountability. Amazing, for a culture of people, who are as old as the Thais are.

If you are approached by a Coast Guard vessel and they tell you to stop and you do not, they will shoot you. The reason for having a Coast Guard, it to protect the nations waters. When they say stop, stop. Then the politicians can determine what they want to do, but do not run, your fishing boat is not that fast.
