Earplugs don't help for slamming doors. Low frequency sounds go right through them. The earplugs take the edge off but that's about it for me.

Some people are more bothered by noise than others. I am one of those people who is. But I have stayed at places in Thailand where it's not a problem. And I have been other places where it is.

Living is a noisy business. If you can hear the fellow next door pissing into the toilet I doubt you'll ever convince him to try to do so so more quietly. And it's pretty unlikely that the lady upstairs is really stomping across the room or slamming the cupboard door. Forget trying to up the ante, lest you become a real problem for your neighbors.

Others have observed here that construction is such that normal, everyday sounds are easily transmitted through walls and floors. If earplugs or a serious paradigm shift on your part don't solve your problem, then you likely need to find another place to live.
