Mae Jo lantern release 2015

Does anyone know what date the Mae Jo Lantern release is on this year?

The free local one, not the tourist one where you pay to get in.

Also i heard a rumor that they have banned the sky lanterns this year, this can't be true right? Otherwise what is the point in going.

Any help would be greatly appreciated
