BANGKOK: -- The electronic auction of two licences for the fourth-generation or 4G mobile phone started this morning amid desperate effort by the labour union of CAT Telecom to seek judicial intervention to suspend the auction.

Four bidders which are current key players in the country’s telecom industry entered the bid via their affiliates for two technology-neutral licences of 15 MHz each in the 1800 MHz band.

They are Jas Mobile Broadband from Jasmine International, DTAC Trinet from Total Access Communications (DTAC), Advanced Wireless Network from AIS, and True MoveH Universal Communication from True Move.

The auction started at 10 am inside the tightly guarded building at the National Broadcasting and Telecommunications Commission office on Soi Sailom.

Starting price for each licences was set at 15,912 million baht, with 5% increase for each tap or 796 million baht.

If the bid price reaches 19,890 million baht, tap price will be lowered to 2.5% or 398 million baht.

Each licence is valid for 18 years.

Meanwhile the last minute attempt by the CAT union to seek the Administrative Court to suspend the auction today was rejected yesterday after the court said the matter was not urgent.

The union said in its urgent petition that the right in the spectrum is still pending court trial therefore the NBTC has no right to give away the spectrum in the auction as it still belonged legally to CAT Telecom.

It claimed NBTC would make the dispute even more complicated if the auction is over with winners announced.

It asked the court to suspend the auction pending court trial which it had filed petition in 2013.

Could this have anything to do with the warning from junta head Prayut that, anyone trying to block the auction “with illegal means” will be dealt with in accordance with the law. Presumably, he means “his” law (Article 44).

With all the political savvy of a ten-wheel riot truck, he has set the stage for the results of the auction to be challenged in court, thus further delaying any chance if 4G being implemented in Thailand.

The union hasn't got a leg to stand on. The law was changed.. At the time it was changed the organisations involved knew what was going to happen but stuck their heads in the sand.. TOT has had 2100 AND 2300 mhz available to use for 10 years.. What have they done with it. Bugger all. CAT had 850 and 1800 mhz (including DTAC's ).. What did they do with it.. Screwed DTAC and got into a partnership with TRUE because they were/are incapable of doing it themselves!

Possibly get one of their existing concessions to run it..

ThiS WHOLE CAT AND PONY SHOW is a desperate attempt to control a dying asset. Like "tower Record" who refused to modern up with the times, dIed in the fireworks of bankruptcy. In the not too distant future my internet will come from a satellite, . (and guess which neighboring country just launched one? I doubt they will sell a national asset it to a neighboring country like thaksin did.) a 100 usd device can get you speeds that a South Korean would be satisfied with. and i wont have to pay these Butt Clowns a penny for their monopolized crap internet service. Thailands banking services smells about the same. You can smell the desperation the bank has to only large account holders. And the bank never gives good advice. never. Why do THAI BANKS ENCOURAGE PEOPLE TO SPEND FROM THEIR SAVINGS ACCOUNT ONLY??!! i hope thailand continues to make online banking merchants illegal to operate in the country. Cause, my bitcoins, will always hold value.

bravo, Thai court! it didn't allow leftist labor union to blackmail the company.

All union members should be fired and blacklisted so they will never find a good job again, and labor unions should be banned due to significant damage to the economy which they cause.

you don't like conditions of work in CAT telecom? find another job!
