NACC on guard against fraud in THB5mn-per-tambon scheme

BANGKOK, 13 November 2015 (NNT) – The National Anti-Corruption Commission (NACC) has laid down a guideline for the inspection of projects under the 5-million-baht-per-tambon policy in a bid to prevent corruption.

NACC Commissioner Prasart Pongsivapai and Permanent Secretary for Interior Grisada Boonrach together held a teleconference with provincial governors and district chiefs nationwide. The aim was to hand down the anti-corruption policy guideline to the officials in order for it to be applied to projects being carried out under the 5-million-baht assistance budget allocated to each tambon or sub-district.

According to Mr Prasart, the NACC has the responsibility of making sure all projects are transparent. The agency is set to coordinate with provincial and district staff to keep an eye out for fraud and conduct random checks on the projects. The commissioner also urged local residents to help monitor the projects in their locality. Should any corrupt practices be discovered, he insisted that legal actions would be taken against the perpetrators.

Out of concerns for the people, the Interior Ministry has authorized responsible officials to commence their projects as soon as they receive the budget. The Ministry will also ensure that the money is promptly spent in accordance with the framework of each project.

No good doing Random checks they have to be ALL Checked ,The people have to know /see a list for what has to be done so they can see Who and What is going wrong so they can Report the wrong doings to the PM... Because the Corruption is so deep the people can't even trust the so called officials.

It is all too late. Corruption like diabetes is endemic in Thailand!

Where are the people who are being paid, assigned to do random checks. What are their qualifications, experience in similar projects? How are they to locate the ongoing projects, who is overseeing and paying contractors and their labor, etc who monitors bids for projects, materials proposed for use, who is paying for what to who, and at completion of what part of project, etc.

How many Tambon projects will be involved from the 5 million allotment for each Tambon and who is going to verify that each project got what the alloted money was meant to be spent for and the service, product, etc was of acceptable quality as per orginal specifications.
