Right in front of the consulate, all services offered.

Facing the consulate gate, turn left and walk - before the main intersection, there is a place on the right side (same side of the street as the consulate). The guy was running his printer with a car-battery and inverter. I am sure there are others.

No need to walk anywhere, to the right of the door to the consulate grounds.

Yes, but you'll need a photo for the Laos visa first. You can get photos done in Nong Khai or at the border.

Yes I went by their website which didn't have it market and they changed it again! It's now till the 14th. Lots of very upset with people there. They were open today
