Cows most certainly are able to bolt, but milk cows are notoriously slow. When we had a farm in Iceland, we often used our meat cow Nitro to round up sheep, and chase them back to barn. fred Kubasa
Don't they already check passports, ( missing hundreds/thousands of fakes ), and note any irregularities or just emulate their police brothers in OVER filling uniforms and snacking ! Yes....Nitro and Lightning would of been a good pair. I used to go out in the field at night, and push lightning over, while she slept standing up. That was one slow milk cow. In other words he is telling them to do the job they are getting paid to do. What a novel concept. Strangely, I like novel concepts and people who do a good job, however this is far from the case. In other words, respectfully, they are being told to ding the foreigner after they have paid the money for a visa, to try to get them to use an agent, who in turn gives the immigration officer a brown envelop. Kinda like the drivers license scam.

duckmandon
A bit late! From all the reports the ISIS guys are already in the country. Maybe they will give themselves up after this order has been sent. How in this day & age can so called criminals enter & leave this country without being caught. The mind boggles. Wake up Thailand its the 21st century & you are the self proclaimed hub of Asia. Hub cap more like it.
SantiSuk
It has nothing at all to do with what has been done or what will be done at the coal face. It has everything to do with the self-importance of the official drafting the order. I'll bet it got a massive collective yawn from all immigration officers - same as any other employees getting these edicts from on high.
