I met a old friend over Christmas and he was telling me that he got adopted by a Thai family friend which has been approved and stamped by the Thai court. He claims now he managed to become Thai citizen and got a Thai ID card. I'm very interested to know if this would work. My friend is about 30 years old if that makes any difference.

Both as you wrote it. Thai nationality can only be from birth or by applying for it after meeting the requirements.

And I wish my country did the same!

You obtain Thai citizenship by birth.

In which case their name could be found in the Royal Gazette, as all naturalised citizens names are published. The Gazette is available online, and there are not an awful lot of male names to read through each year.
