NLA President and Secretariat of House of Representatives endorse operational plan for fiscal 2016

BANGKOK, 10 January 2015 (NNT) – The President of the National Legislative Assembly and the Secretariat of the House of Representatives have agreed to an operational plan for the current fiscal year.

NLA President Pornpetch Wichitcholchai and Secretary-General of the Secretariat of the House of Representatives Saithip Chaowalittawil, and chairman of the subcommittee on parliament officials Charnchit Pienlert, have signed an acceptance of the Secretariat’s operational plan for fiscal 2016.

The signing ceremony was joined by executives of the Secretariat and the signed plan is intended as a response to the policy declared by the National Legislative Assembly, the National Reform Steering Assembly and the Secretariat of the House of Representatives which it was hoped would help assess the effectiveness of their performances.

Ms. Saithip urged all participating officers to work in prompt accordance with the operational plan as early as possible while performing a quarterly evaluation under the close watch of executives of all levels.

Concerning the budget disbursement and procurement plans, Ms. Saithip stated that everything must be executed as arranged, with related quarterly reports which include assessment, problems and indicators accordingly prepared.

If they can pull this off I'll be impressed. Sounds like just more hot air at this point though... A "Crackdown".

Almost sounds like 'Planning'.

I was told in 1999, by an expat who had been in Thailand for 26 years by then, spoke fluent Thai, and was a retired JUSMAG Army chief (US Army Bird Colonel) that had frequent dealings with the RTA at upper echelon levels, that the "P" in Thailand stood for planning.

I remain hopeful, but skeptical.

Great news to see that they are keeping their finger on the pulse with the 2016 budget.

Just out of interest, this (2016) budget, which stands at 2,720 Trillion Baht, was first discussed in the NLA on 21 May 2015. It was susequently agreed.

The fiscal year 2016 started on 1 October 2015 and ends 30 September 2016.

So I am delighted that so early in the process, only 3 and a half months in, they have agreed a system to asses the effectiveness of their performances.

I may be wrong, but I think the idea behind fiscal years ending/starting earlier than the calendar year is so they can be planned for the calendar year.

Unlike most businesses.....which plan all year long, and do not require an act of congress/parliament to alter course (but is constantly altered nonetheless).

In the US Army, our budget for the new calendar year was decided in November. Our IDIOT supply sgt would always be licking his chops at the new goodies we were slated to get come New Year's.

He called it a 'PHYSICAL' year, and I wanted to slap him is the only reason I remember it. Idiot.

....not that any of the above makes any common sense (the most uncommon kind), just my perception of the 'reasoning' for fiscal years vs calendar years.

Same guy would always be bragging about how big his tax refund would be every year, never realizing that it was HIS money the government was refunding him. He thought he was pulling one over on Uncle Sam by opting to overpay his taxes every year. ARRRRGH! crazy.gif

He looked like a little kid who had just been told that Santa Claus was a myth when I explained it to him, or a BIB when you dispose of your cigarette butt properly on the street.

Nice guy though.

The U.S. military operates on a fiscal year 1 Oct-30 Sep; not the calendar year 1 Jan-31 Dec.

Yeah...something like that as I recall.

I've been out long enough now that it's mostly just a blur.

I may be wrong, but the article seems to be addressing the budgets and plans of the NLA (secretariat) and the other organizations, not the national budget. I would think the Cabinet and NCPO would have that higher level oversight.

The article, by the way, is a fine piece of gibberish. The kind of "process oriented" stuff typical of do-nothing bureaucracies.
