Say a low life criminal has an epiphany and cries swearing he's sorry and he really wants to make you whole and offers to do

so on a payment plan of 100k a month.

Do Thai courts or police have the power to reduce a mans sentence from say 5 yrs. to 3 yrs. if the criminal offers and pays

restitution to the victim of the crime?

Where is a "low life criminal" going to get 100k/month ?

No joke.

This criminal is offering to make full restitution at baht 100k/month to get the victim to ask the court to go easy on him.

The police officer in charge of this case has passed this information to the victim as if it is possible to do this.

Said lowlife was caught with the cash in a sting extorting money and has confessed to the crime.

The victim still has to testify and his request of the court for the max or leniency apparently carry's a lot of weight.

Low lifes can have money... just look around.

Does Thai law allow such an arraignment???

If you have a legitimate connection to the victim then I recommend you ask someone suitably more qualified, such as a defense lawyer. An anonymous internet forum is a place of hearsay only.

For what it is worth, why would anyone trust the perpetrator twice.

I am pretty sure they could.

Not sure where he would get that kind of money to pay back on the monthly plan when he is in Jail is a bit of a puzzler.

I think the one to ask would be the prosecutor. I have heard it said that if they confess the time gets cut in half.
