If i understand correct there are two types of marriage visas i can apply for one in Savannakhet Laos. where i DO NOT need 400,000 baht in a Thai bank account. And i make a border run every 90 days and after one year renew that visa in Savannakhet. The other type I HAVE 400,000 in a Thai bank account go to my nearest office which would be Nakhon Sawan every 90 days and renew the visa there. So i guess my question is. Is it possible to obtain a Type O marriage visa without having 400,000 in a Thai bank account?

There is no "marriage visa"

From Savannakhet an "O" visa base on being married can be obtained.

Within Thailand no "visa" can be obtained but an "extension of stay based on marriage" (which is not a visa) can be obtained if financial and other requirements can be met.

So in Savannakhet Laos do i need to show i have 400,000 in a Thai bank account? And do i need to make a border run to a border every 90 days? Currently a one year multi entry "O" visa based on being married is available without the need to show finance. The visa only allows 90 day entries therefore border runs are required.

An extension of stay, as said, requires financial and other requirements to be met. 90 day reports to immigration are needed if an extension is granted.

So if i understand correct. I can go to Savannakhet Laos once every year and renew my Type O visa based on being married WITHOUT the need of having 400,000 baht in a Thai bank account ? Any idea what more i will have to show? Wife's house book, pictures of us at home together, etc ? Question #2 Can this be done in Malaysia , Cambodia or Singapore ?

As far as I know the only place a visa can be obtained without financial proof is Savannakhet. Currently the visa can be obtained on a repeat basis.

You will need the original marriage certificate + copy and signed copies of your wife's ID card and Tabian Ban together with copies of your passport data page +Laos visa and entry stamp, completed application form and the 5000 Bht fee.
