My friend is on a long overstay and will be flying out from Phuket to Phnom Penh (Cambodia) soon. As there is no direct flight, there is a change of planes in Bangkok.

Is it possible to pay the overstay penalty at Phuket airport?

It's the same airline (Thai airways) so it should be possible to check the bags in at Phuket all the way through to Phnom Penh yes? It sounds much safer to pay the fine at Phuket airport than risk being "apprehended" until getting to the counter at Bangkok.

But he will not be leaving the country at Phuket, he will be leaving the country via BKK, you pay the overstay when you depart the country not before

Be aware that if your friend approaches Immigration at the Airport in Phuket to pay the overstay he could be arrested

I have no idea but if the airline accept and check the bags through to PP there will be no need to collect them.

I presume you mean Bangkok airport? There is still a risk on the domestic leg of the flight though, right? From Phuket - BKK

Just note the two reports today of police in couple of areas checking for passport. Needs to keep head down and get to airport.

Seriously the boarding pass for second leg is bit irrelevant. If he obtains it in bkk, then so be it. As sunny and others have stated........just stay home till flight time. Get to airport and rest will unfold. His only problem is getting to phuket.

As stated the bags are irrelevant. Having said that if this whole gig is just to clear his overstayed and return then what's with the check in bags. How much make up does he have.

Maybe I missed the fact that he is moving to Cambodia. If not I could think of better places to fly to from phuket. He could go jetstar phuket to singapore

If there is a cosharing between the airlines that fly the first leg (phuket to bangkok) and the company that flies the second one ( bangkok to Phnom phen) then you will go through immigrations at phket airport. For instance, if you fly both legs with bangkok airways it is evident: immigration at phuket but the same if you fly two different airlines that have a code sharing!!

This is exactly what I meant. It is the same airline. Thai Airways from Phuket to BKK and Thai Airways from BKK to Phnom Penh. So, immigration at Phuket right?

A friend went to clear a 4 year overstay, which was also his second overstay. He crossed the border at Mukdahan, it just so happened that he was on a nok air flight, right before the pilots decided to skip out on the passengers and ended up taking the coach from Ubon Ratchathani. When he qent to pay the overstay, the officers insisted that an arrest be made. He was their with his 5 month old daughter and his wife. Luckily for him his wife was soldier.

Though he said that even with his wife being in the Thai government, the immigration didn't want to hear them, he had to make a few phone calls to people who could provide as witness as to why and how he ended up being overstayed in the first place and why twice, which was according to him due to political instability and then due to a Thai flood.

They asked him how he arrived to the border, he told them first by plane, then by coach. They told his wife that they were concerned as to how it was such an easy process to board any plane, train or public form of transportation without a visa. They said that it was unacceptable for any foreigner to be able to just board any plane while being entirely off the radar for 4 years.

They allowed him back in, after realising that he had done nothing wrong and has never spent time in any Thai or foreign jail before. They also processed his non-O, no questions asked. He said that he felt sorry for the innocent guys who became victims of circumstance here in Thailand as he knew that the Thai immigration was in fact very serious about transnational crime and terrorism. Those who are not involved with such practices, but are overstayed in Thailand, need to pray, as the Thai immigration is currwntly on VERY high alert. Soon there will be standard passport and visa checks around the whole country and this includes all forms of transportation. The law which takes effect on the 20th of March, is still coming into effect, but before that, the immigration or police have the right to arrest you on the spot if they suspect you of being on overstay or even suspect you of links with the Islamic State or Daesh.

In reality, they don't even need to suspect you. They are allowed to request your proof of legitimate stay in the Kingdom of Thailand and any period of time or day. They can also deny your visa application without any prior notice, if somehow you made it out of Thailand without arrest, then make sure to ask them if you will be allowed to re-enter Thailand. If you have a criminal record, then the best way would be to report yourself to the immigration, as they might treat you under harsher circumstances if you decided to hide out and you get caught. Once you get on the blacklist, many countries will view you as an undesired person. They legally have access to all your financial data. It would be a mistake to lie on your application.

Thailand is under Marshal Law, for those of you who seem to think that this was a joke, look again. The military is in control of the country and will move it forward by kicking the bad guys put and allowing the good guys in. Good doesn't refer to "rich", it refers to a person with a good sense of morale and one who does not criticize the Thai government, The Thai Police, The Thai military, the Prime Minister, the culture, the religion or Monarchy in any negative way.Thailand will move forward, with or without your support. Most probably without your judgement

Bit over dramatic, why would you report to Immigration that you have a criminal record? If you have one it is not on their system and it takes a request to the Police of your own country for them to be able to get the info which takes months

Code share has nothing to do with whether a flight is a domestic flight (between two airports within the same country) or and international flight (between two airports in different countries). Code share exists for both. For domestic flights, you pass through immigration, for international flights you do not.

The OP will not have a problem flying domestic with an overstay. He will likely have no problem paying the overstay when going through immigration in Bangkok for his international flight. If he wants to have a problem, he can report himself to immigration prior to just before leaving on his international flight. Many immigration officials will be glad to open a prison door for him should he so desire.

Whether he checks his baggage all the way through, or prefers the hassle of collecting it and checking it in again in Bangkok is up to him. His issues with immigration are independent of that decision. He will be fined the same either way.
