Non O in Vientiane and then 1 year extension

My friend is here on a 30 day visa exemption. He like to get a non O for 50+ in Vientiane. And then apply for the 1 year extension at Immigration after that. He already have more than 800 k on his aThai account here. What papers do he need when he go to Vientianne and apply for the 90 day non O visa ?

His passport and bank book showing at least 800k baht in the account on the date he applies.
