BANGKOK -- With exports down 5.8% last year, the annual rate of economic growth flaccid at 2.8% and the country still under authoritarian military rule, Thailand does not elicit much praise from economists nowadays.

One exception is the regime's little publicized work on fiscal reform, focused on an overhaul of the tax system, which has begun to attract recent attention. "The (fiscal) reform progress has been gaining more momentum and appears more compelling compared to other planned economic reforms," HSBC Global Research wrote in its latest report on the Thai economy on March 16. The reforms should be operational by 2017, before a planned general election, officials say.
