I think you can apply now but she can't go again until she's been out the uk for six months which is nearly up now!. You wouldn't get another visa if you applied today for at least 2 weeks as you earliest appointment to submit paperwork would be 7 days.

She can reapply at any time, whilst the previous reply is incorrect there is a convention which states that an applicant should not normally stay in the UK for more than six months in a twelve month period, so it doesn't matter how long she's been back, but how long she spent there.

Of course she would still need to satisfy the ECO that she's a genuine visitor who is not trying to use a standard visit visa to spend prolonged periods in the UK.

You don't specify how long she was here last year and it depends on the amount of time she spent here.

To give you an idea, my GF spent 14 weeks here last year from the 1st July, went home for a few weeks, applied for a second visit visa for two years almost immediately, got it three days later and came here for almost three months from the 1st December until the middle of February. Total time spent in the UK. 180 days. On her two year visit visa she wouldn’t have been able to come back until 1st July this year so she then applied for a Settlement M (fiancée) visa in Bangkok and waited for two weeks for it to be granted , and returned back to the UK the day after.

The GF actually had a valid visa that ran until 12th December when she applied for the two year visit visa starting on the 1st December so that she could stay over Christmas and the New Year. The two visas actually overlapped for 12 days.

It totally depends on the amount of time your GF spent here in the UK last year.
