All commercial banks start replacing old cards with smart chip cards today

I paid 800 baht to get my debit card last year. Banks make huge money and give terrible service. They should be providing all their customers with replacement chip cards free of charge!

Bangkok Bank does provide free replacements.

anyone got a bangkok bank new chip card yet? Seems only kasikorn at the moment!

What do you mean by new chip card from Bangkok Bank?. Bangkok Bank has had the chipped cards for years...were the first Thai bank to do so.

They also continued to offer the magnetic stripe only card except maybe up to just a few days ago with the latest push to upgrade all cards to chipped cards.

It appears to be as they expire new chip cards will be issued.

As all cards will not be chip until end of 2019 seems normal cards will continue to be usable.

#1. Do we have to go into our bank(s) and request the new "chipped" card or are they going to mail them to us ?

#2. When and will they enforce the chipped ATM card requirement for foreign issued bank ATM cards ?

I saw the notice yesterday (the 16th) and was worried that it would not accept my US non chipped card but it did but who knows for how long !

I don't think Thai banks mail out replacement debit cards...you have to go to a branch to get one. I fully expect they will also try to convince folks to upgrade their card to one that includes useless insurance or other add-ons.

Since the fraudulent liability shift for ATM transactions does not occur "for Thailand" until 1 Oct 17 I don't expect any foreign non-chipped cards used in ATMs would be rejected before then. See below from the Visa website. Quite a few countries are dragging their feet in the transition to chipped cards due to the transition costs involved....upgrading/replacing ATM and POS machines, providing new cards which incurs large manpower and material costs, etc., plus feeling the current magnetic stripe card security is adequate when combined with total system security. No hurry...notice the OP said it just needs to be done by end of Dec 2019 in Thailand...no hurry.

Expanded EMV Chip Roadmap: ATM Liability Shifts in the U.S. and Asia Pacific

Visa also established a timeline to encourage acquirers to upgrade ATMs in Asia Pacific and the U.S. to accept EMV chip cards. Visa will assign liability for counterfeit fraud ATM transactions to the party – acquirer or issuer – that has not adopted EMV chip technology. If an EMV chip card is used at an ATM that cannot accept EMV chip-enabled cards, the ATM acquirer will bear the cost for counterfeit fraud. Currently card issuers bear the liability for fraudulent ATM transactions.

"Visa's roadmap is designed to make the security and flexibility of EMV chip technology available to consumers and issuers in every environment, including ATMs," said Ellen Richey, chief enterprise risk officer, Visa Inc. "This new timeline balances the interests of issuers and ATM operators and provides time to include chip integration into ATM hardware upgrade plans. As a result, the entire marketplace can more quickly realize the strong security benefits of EMV chip technology in this critical channel."

Visa has established the following timelines for ATM transactions, across all Visa and/or Plus branded products:

  • Effective April 17, 20151 – U.S. third-party ATM acquirer processors and sub-processors must be able to support EMV chip data

  • Effective October 1, 2015 – Liability will shift in Asia Pacific, excluding China, India, Japan, and Thailand

  • Effective October 1, 2017 – Liability will shift in China[1], India, Japan, Thailand, and the U.S.

Additionally, from April 1, 2013, a liability shift will apply to all qualifying transactions taking place in Australia and New Zealand. With liability shifts already in effect in Europe; Canada; Latin America and the Caribbean; and Central and Eastern Europe, Middle East and Africa; by 2017 Visa issuers and acquirers will be able to rely on a single global liability policy that encourages chip-on-chip (EMV chip card read by an EMV chip card reader) transactions at both the point-of-sale and ATMs.

Since EMV chip payment devices generate dynamic values that are unique to each transaction and that change with every use, chip technology adds an additional layer of security that helps significantly reduce card present fraud. By encouraging investments in EMV chip technology, Visa is encouraging improved international interoperability and security with dynamic authentication as well as helping to build a foundation for mobile payments.

My thai wife and I (we live abroad) have one bankaccount at KTB, the card is in my wifes name. In september I will be in Thailand without my wife.

Our card is the older type (with stripe) and as only my wife can get a replacement does that mean that I can't use this card anymore or isn't it mandatory to change the card right away.

End of 2019 is the time period to obtain new card - however not sure if it will remain usable overseas for that period of time.

Lost my Kasikorn ATM card .Went to the Bank today .Replacement card with chip (which is also a debit card ) cost B350 .

I also was at Kasikorn today and became a Chip card.. but paid only 200 baht...

Is it possible you not have the standart ATM card? Or they asked for too much

When my Bangkok Bank card was replaced last year it was also B200 .I think they charged extra this time at Kasikorn because i lost the previous card and it was not a swap so to speak .Another thing is my previous non chip card had just 4 numerals in the pass code ,whereas this new card has 6 numerals to punch in .

And is it the same as the one with just the stripe which just says "Customer"? They told me if I want my name on it I would have to pay extra and it would take a couple of weeks. Whereas in the USA I walk in the bank and they print one out right then and there. Catch up Thailand.

Could never get a "named" card in England on the spot...

I went to my Bangkok Bank branch and switched my old ATM/Debit card for the new one with the chip. No charge.

Yes ,thats the one ,but expiry in year 2021 .

The standart 200 Baht card also expired in 2021... and also the chip now required 6 digits, at least this I was told by the kasikorn.

But there are even more expensive cards to sell... like the platinum debit card for 800 baht... So far I know the most expensive I know till now :)

I expect banks are licking their chops waiting for people to come in and change their mag stripe debit cards to chipped cards...that will be a golden time to try to get customers to change/upgrade to certain cards which come with additional features like maybe next to useless insurance...and of course these cards with additional benefits/features come with a healthier annual fee.

Yeh you got be careful with thai banks they try stitch you up with more expensive card/ banking services .

i had that issue at silom main branch (well had that issue almost every time use a bank lol), & lady quite adamant it same I already had when clearly not :-) ended rudely so I left & went to another branch (silom near MacDonalds) Small branch old grumpy looking Thai man but pleasantly helpful & got right card replaced free as original was lost in Kasikorn atm that blanked to error screen :-)

Banks here are awful & many staff are trained to push services in ruthless ways & get bonuses for it so do homework first so know your account type & card type/fees & if they rude to you be rude back, plenty branches try & most within few metres of each other lol ...

My wife said banks are exchanging old strip ATM cards for chip cards free of charge so I went to K-Bank, BBL and LH Bank to change my cards. K-Bank reissued a me a chip card but charged a yearly fee less any months left on my old card (300 baht less XX months fee.)BBL exchanged my old card without any questions or new charges (quick process.) LH Bank said come back later when they are ready with chip cards. New PIN are 6 digit for added security.
