Is Thai Airways Discover Thailand A Good Promotion?

I am coming to Thailand at the end of the month to check it out as a retirement locale.

I was contemplating getting the Thai Airways "Discover Thailand" ticket which allows for 3 flights for US$ 169. I plan to use it to go BKK->Chiang Mai; CM->Phuket; Koh Samui to BKK.

Would it be cheaper just to buy the tickets in LOS?

If you're flying 3 segments, and Chiang Mai to Phuket is one of them, it's probably a good deal as that route is quite expensive. Buying THAI domestic tickets online directly from THAI is usually as cheap if not cheaper than any other way. So if you check the online price of the tickets and get a price, then you can compare it with the promotion price. With that said, THAI doesn't fly Samui to BKK as far as I know. I believe only Bangkok Air flies that route, so you'll be out of luck unless you can substitute another route that THAI does fly.

Or get on a ferry from Samui to Surat Thani and then fly to BKK from there.

BKK Airways owns the Samui airport and nobody else flies to there (except them, maybe 30 times a day).

It'd be interesting to see what the "all in" price is? (I see mention of a 5% commission, and insurance charges.) I think it is a good deal given that fares keep rising, due to fuel surcharges and the dollar losing value daily. Some of the domestic hops I've been making lately run $65 ~ $85 all in per segment.
