Report Vietnam Proposes Fines to Curb Rising E-Cigarette Use
Picture courtesy of VN Express The Ministry of Health in Vietnam has proposed fines of VND3-5 million (US$120-200) for using e-cigarettes and heated tobacco products, along with their destruction. This proposal is part of a draft decree open for public feedback. Additionally, the ministry suggests penalties of VND5-10 million for individuals who allow these products to be used on their premises without intervention or reporting to authorities. Vietnam recently became the sixth Southeast Asian nation and the 43rd globally to ban e-cigarettes and heated tobacco products. Although these items are already prohibited, clear penalties for possession and usage were lacking, prompting the new regulations. E-cigarette use in Vietnam is increasing, especially among young people. From 2015 to 2020, usage among those aged 15+ rose from 0.2% to 3.6%. For students aged 13-17, the rate jumped from 2.6% in 2019 to 8.1% in 2023. Among females aged 11-18, a 2023 survey reported a 4.3% usage rate. The Ministry of Health warns of the dangers these products pose to young people, noting over 1,224 hospitalisations two years ago due to e-cigarettes laced with drugs. Reports from the Ministry of Public Security highlight a growing number of violations involving drug-laced vaping products.
