Non immigrant o visa, based on marriage

Firstly, hi people, I'm new here and this is my first post.

I currently reside in Bangkok on a ed visa which expires soon. When I come to renew my visa I want to ditch the education and go for the non immigrant o visa based on me married to a Thai citizen. I don't meet the financial requirements to extend the non o to a year long marriage visa. So my plan is to go to Vientiane and get the non immigrant o visa, and come back to Thailand every 3 months. Is this possible? What documents do I need to bring with me to Laos for the non o visa?

You don't need cash at Savvanakhet Lao for a one year multi-O....

You can get a multiple entry non-o visa that will allow unlimited 90 day entries for a year at the consulate in Savannakhet Laos.

You will only be able to get a single entry non-o in Vientiane.

You will need your marriage certificate plus a copy, signed copies of your wife's house book registry and ID card.

Is it my wife who has to sign the house registry book? Even though she doesn't own the house..
