You cannot extend a visa. You can extend a permit to stay at a immigration office.

You apparently are asking about getting a new 60 day entry from your METV. You can leave and re-enter to get a new 60 day entry on the same day at Mae Sai or any other crossing as many times as you want up to the enter before date on the visa.

So because a requirement of a METV is that one has to leave the country every 60 days, would it be possible to get almost 9 months out of the METV by going 3 times to Mae Sai, back-to-back, and do the last trip just before the expiry of the visa?

Yes.

You can extend each 60 day entry for 30 days at an immigration office for 30 days if you want to for a fee of 1900 baht.

If you do a crossing for a new entry on or before the enter before date on your visa you can get almost 9 months from the visa by extending the last entry for 30 days.

Yes, but getting an METV in a nearby country is unlikely. Some (most??) Thai embassies/consulates require that you be a citizen or legal resident of the country in which the embassy or consulate is located to apply for an METV.
