Hi, I only have 2 pages left in my passport so my idea is to get another tourist visa from Penang but this will be my third from there in a row.

Firstly, is Penang OK for 3 back to back tourist visas? Secondly, does a new passport reset my visa count back to zero?

You can get a 3rd visa in Penang according to recent reports.

Getting a new passport does eliminate you history of visas at embassies and consulates since they do not maintain a database of visas issued.

Recent reports from Penang indicate you might have to pay an additional "fee" to an agent to get a visa, because your recent time in Thailand. That policy is a recent shift, based on a few reports, and could change at any time (for better or worse).
