Yes, shift them around so one can never be held accountable.

Jetskis 8, Phuket Marine Office 0.

Makes you wonder, The last guy sat on the throne for years and empowered the jet skis, parasail leeches and others of their ilk to do as they pleased. Must have been a very rewarding position to keep it so long. Now the new guy comes in and the safety records seems to have gotten worse, if that's believable. No official word on why this guy got the shuffle, was he not taking care of those that gave him this post?

Being transferred at the behest of the Thai mafia running the marine transport and tourist activities on Phuket.

Just goes to show who really is running this island.

Sends a clear message to the next guy, Khun Surat, toe the line, or be transferred as well.

No one wants to wear the dorky hat.

He must have been incorruptible so the powers at be pushed him out.

I think au contraire: he did not do what was required, sorting out the mess and corruption his predecessor left behind.

A transfer or a promotion?

Revolving door for scapegoats. Avoids fixing the marine transport industry by distracting attention from the root problems.
