I take it you're not a native English speaker. Read the whole sentence. Meaning that if you regard Ukraine as not a country, than by the same token Israel and Kuwait (and several others) cannot be regarded as countries. Being also conceived by some colonial overlords at some time. China is a perfect example. Historically it was part of Mongol Empire created by Kublai Khan. But, of course, Chinese will all deny that. -
