Why don't you try to understand that with offences such as this the punishment is up to the court, not the police, you make the same comment so often.

It's a shame that a Japanese tourist got targeted, they tend to be the most polite and unobjectionable people when they visit a foreign country, in many respects the ideal tourist ... except of course when they are invading, but let's not go there!
