BANGKOK: The National Legislative Assembly on Friday voted unanimously to pass an amendment to the interim constitution to increase the number of NLA memberships to 250 from 220.
 

Deputy Prime Minister Wisanu Krea-ngarm explained to the assemblymen about the need to increase the NLA memberships to cope with the increased workload expected during the one year and four months period before the election.

 

He said that, in total, there will be 180 bills – 100 bills to accommodate government’s policies and another 80 charter-related bills – which are to be deliberated and passed by the NLA during the period.

 

“There is a real need for personnel increase. The bills are diverse, required to be considered carefully and they take time. Some of them have to be promulgated in four months’ time and, hence, the need to increase the number of NLA members to 250 from 220.

 

“The number is appropriate. It matches with the number of the Senate,” said Dr Wisanu.

Thailand has 1750 Generals (commanding 306,000) and the USA  231 (commanding 541,000)   so they have enough to spare  lol

Agree. I don't think thr average Somchai and Rattanaporn understand how much they've been shafted by this crew. That nice Mr Prayuth plans on staying in charge for a loooong time.

 

I can't see all this rape and pillage ending well.

That should suggest the size of the gravy train these people have been riding. And I have no doubt every single one of them has been taking corrupt money.

 

If a dog bites someone, the owner is legally responsible. If the army bites a population, who should pick up the tab?

Remind me of a long standing Malaysian joke of large number of datuks that if you throw a stone in a crowded place, you probably hit a datuk. In Thailand, you probably hit a general.

Now we know why the media has been softening up the public for days with laudatory pieces about birthday boy Prem and the good old days when he and his military buddies ruled the roost.

 

That roadmap to democracy is starting to look awfully long.

Now the NLA is to go to 25O members I wonder if the phones have been red hot with other senior military men calling in and dropping hints that the NLA really needs to be larger still   ?

Unless these people can be held to account (and made to work harder and smarter) it is inevitable that another amendment will be needed to the junta's Interim Constitution. Currently, Section 6 states that there shall be the National Legislative Assembly, consisting of not more than two hundred and twenty members.

 

Maybe, while they're amending this one, they should also reword Section 11 (which I think is blatantly inaccurate)  - The members of the National Legislative Assembly shall be representatives of Thai people and shall devote themselves to the performance of duties in good faith for public benefit of Thai people.

 

As for the need for 30 more NCPO "transitory" legislators, isn't the NLA already able to seek assistance from the 200-member National Reform Steering Assembly (as defined under Section 39/2 ). After all, it's the NRSA's job to work out "...guidelines for reform, and give suggestions and recommendations on reform issues to the NLA, the Cabinet, and the NCPO...". http://thailand.prd.go.th/ewt_news.php?nid=2281&filename=index

 

The NRSA has been around since October 2015, replacing the 250-member National Reform Council (who had similar duties spelt out under Section 27 and Section 31), so it's just possible they should be able to provide  assistance (you would think). After all, the amended Section 39/1 (when referring to the referendum) said "For the purpose of this matter, the National Legislative Assembly shall take into account the opinion of the National Reform Steering Assembly".

 

In addition, the 21-member CDC is also there, and according to Section 267 of the soon-to-be-ratified "people's Constitution", it is their task to complete drafting of 10 Organic Bills for submission to the NLA. And, even if the NLA can't complete their deliberation of these, there is provision under Section 267 that any bills not considered within the required period shall be deemed as approved.

 

Why the sudden urgency then? Maybe the junta and its cronies are now worried that the clock is about to start ticking! Section 268 clearly states that elections are to be within one hundred and fifty days as from the date the first four of the organic laws under Section 267 come into force. So, baring some national crises to delay things, if the junta is to retain any credibility it has to be seen to be actually doing something to bring about elections in a reasonable time frame (instead of just talking about them)!

 

As for the final statement by Wisanu that “The number is appropriate. It matches with the number of the Senate", what on earth has that got to do with passing legislation under the junta?

 

It tasteless remark only serves to show the true arrogance of those currently running this country - there is no Senate until after the election, and then while it may well consist of two hundred and fifty members, they will be made up of:

  1. 50 selected by the NCPO from a list of 200 names supplied by the Election Commission.
  2. 194 selected by the NCPO  from a list of 400 names supplied by a Selection Committee of Senators appointed by the NCPO.
  3. 6 additional members, comprising:
    • the Permanent Secretary of the Defense;
    • the Supreme Commander in Chief;
    • the Commander in Chief of the Royal Thai Army;
    • the Commander in Chief of the Royal Thai Navy;
    • the Commander in Chief of the Royal Thai Air Force; and,
    • the Commissioner General of the Royal Thai Police.

After that vote, they unanimously voted to provide 250 rubber stamps to the NLA members.

Thats how long it will take them to do the maths. They are just adding 1 on to 220 for each day that passes. One smart member who could count suggested the 30 days so the rest could understand... after 30 days.

 

Yeh, yeh. "One smart member who could count". Too far fetched?. An outside consultant provided the advice then.

Might just as well allocate all the positions and stop the pretence.

Must not forget to add a few non coms as anyone who has been in the military knows they are the ones that run the show but they may not fit the profile,wrong backgrounds perhaps?
