I have permanent resident and fly out Sunday. I have a crazy week and can't go to local immigration.

 

Can I do TM22 Non Quota Immigrant visa application and TM13 directly at the airport?

i also have a new passport!!!! And the old one.

It cannot be done at the airport.

You have to do it an immigration office and most local immigration will not know how to do them. In fact they may not even have the stamps for them.

New passport is no problem but as already pointed out, neither your Non-Quota Immigrant Visa nor your Certificate of Residence Endorsement can be done at Suvarnabhumi/Don Muang.  If you live in Bangkok, you must go to Chaengwattana.  The good news is that it's pretty quick and straightforward.  Forms (TM 13 and TM 22), money (THB 5,700), photos (1 on each form), your passports, your Certificate of Residence and your Alien Registration Certificate (red book).  Applications submitted before lunch are ready at 1:30pm, applications submitted after lunch are ready the next day.  I normally plan to arrive around 11:15am, submit the applications, have lunch/hang around the building and then pick up at 1:30pm.  Saves going out there twice.

Sebastian lives in Korat, and would need to go to immigration in Dan Kwian.

 

I obtained  a non-quota immigrant visa and re-entry at Dan Kwian around 5 years ago. It took 4 hours as the buxom young lady (now gone to Nong Khai)  had to phone Bangkok repeatedly and await faxed forms to enable her to do it.

 

2 years ago I did it at Kap Choeng immigration. Another 4 hours with me providing assistance. It transpired that the stamp they put  in my passport and residence book was incorrect, and I had a big problem when returning to Don Muang. They did not want to give me other than 30 days . Eventually  they gave in realising it was not my fault but that of one of their immi officers.

 

When I renewed in Jan this year at Kap Choeng, I initially advised re the incorrect stamps and was handed over to the most senior immi officer, who 2.5 hours later completed the paperwork and assured me that the stamps were correct this time...Returned through Don Muang 2 weeks ago without problem

 

Note that when the PR book is full, there is no choice but to go to Chang Wattana, and they want 4 days!

 

As for the Alien Reg Book, this has been full for over 10 years. I stick a piece of paper in, and tell the local police chief where to stamp and where to sign. No problems there.
