Cambodia National Rescue Party (CNRP) president Sam Rainsy, who is in self-imposed exile in France to avoid arrest, has been summoned to appear at the Phnom Penh Municipal Court on October 21 for incitement to create disorder in society. According to the summons issued on October 6 but seen by Khmer Times yesterday, Mr. Rainsy has been ordered to appear at the court at 9am on October 21 for questioning over accusations of incitement leading to potential chaos on September 11.

“Mr. Rainsy has to appear on time following this summons and bring any documents related to the above case if available,” the summons continued. On September 11, Mr. Rainsy participated in a video-conference with more than 300 CNRP youth activists at the party’s headquarters, pumping the crowd up by discussing the protests in 2013.

He called for the potential need for future protests after deputy opposition leader Kem Sokha was sentenced to five months in jail for refusing to appear as a witness in a prostitution case. Mr. Rainsy’s defense lawyer, Sam Sokong, said he had received the summons.
