If you can qualify for some extensions of stay is is possible to a apply for a non immigrant visa that is only valid for the date is issued and a 90 day entry stamps as soon as it is issued. Then you can apply for a one year extension of stay during the last 30 days of that entry and obtain a multiple re-entry permit to keep it valid.

 

Let´s see  if I understand you well, -with a 30 day VISA on arrival and an extension of another 30 days it would be possible to apply successfully for 90 days non-immigrant visa , which would allow to apply afterwards for a 1 year extension and a multiple re-entry permit?   Do I need to make a visa run for the 90 days non-immigrant visa?
