As said your home country or where you officially live would be requirements for issue of an O-A visa (along with the medical/police/financial requirements).

    A reirement visa extension or an annual  renewal can be done without an agent by a person of average inteligence, even an American. I am not being sarcastic, as i am an American living in Bangkok

My posting that you quoted was of course ironic... The O-A VISA can only be obtained in your homeountry or where you reside...
