Tried to do online notification today but site says under construction visit in person or by registered mail, any information.

The same thing has been discussed several times in the past 3 to 4 weeks. Immigration's extranet is down and is not only the 90 day reporting site that is down because of it.

You must of clicked the button for 90 day reporting on the main immigration website. That is the only way to get that message.

Being discussed in this topic before and after this post.
