I'm Tommy from Italy, i'm 29 and I've just moved to bkk for 6 months.

 

I would love to meet new people to hang out and discover the city.

Tommy get yourself on meet up and find things to do locally and in your area which interest you and you may meet others with similar interests too.

 

Love the hip replacement/hipster comment above.  The truth hurts.

 

From my experience, the people who claim they're cool are far from it.

 

You could try Meetup and look for an activity that interests you.

This was an easy one!

1. You like drunk people that don´t remember that they speak exactly sam every day. Try the closest pub/bar area. Ther eyou will find a lot of people that tells you are their best friend everyday.

2. If you are in to that country life and like sex, then you just find a person the lives in Isaan with his family, and leave once or twice a month to Pattaya. He will have a lot of stories.

3. If you consider yourself a high quality person (never ever do that. A big waste of time.), then you just go to places where they hang out. Unfortunately very hard to find.

IMO the best thing you can do is a quiet life in a village around Thai people. Learn Thai and have fun drinking your own beer at home and listen in to all the intelligent conversations.
