I found this item in the rubbish but am intrigued. I plugged it into the mains and it has charged up.

It's a charger, the two contacts are for different sized batteries.

It's a battery charger. You take out your battery from your device and connect the two pins to the plus and minus. Apparently it matters which way but I never paid attention. These 150 Baht devices seem to charge any battery with any voltage... not quite sure how they do it but they do work.
