I live in San Francisco, and i know there is a embassy in La.How can i get a non-o visa before i fly to thailand? can i ?

There is a Consulate in LA and unless you have a Thai wife/child or other special circumstance that you have not mentioned believe you have zero chance of obtaining a non immigrant O visa from them.

We could name the ones that seem the most cooperative, by reputation, and LA isn't on the list. Call around or use email to the honorary consulates, if you can. If you're in the states, some will allow you to mail your passport cross country. Express mail, such as DHL.
