If i do not do this, will my extension application be denied? Or just fined?

How you enter the country is irrelevant. If Jomtien are enforcing that law then the owner or house-master or possessor of the property should submit a TM.30.

 

It's probably not your responsibility to supply it, but it may affect you getting an extension if it isn't done. You can't, legally, be fined unless you are the owner or considered the possessor.
