Permit for boiler that exploded at Levi’s supplier, killing one, ‘had expired’

The boiler that exploded at a clothing factory last week killing one woman and injuring seven, including a pregnant employee, had an expired safety permit, the government said yesterday.

 

Phork Sovanrith, secretary of state at the Ministry of Industry and Handicrafts, said that Zhen Tai – a supplier to Levi Strauss & Co and Dutch chain C&A – was operating the boiler under a permit that had expired in early February.

 

“[Zhen Tai] didn’t come to us to extend the permit … [and so] no experts checked it, and as a result there is an explosion; this is the mistake of the factory,” he said, adding that the ministry has a team investigating the incident. “Legally [Zhen Tai] will face charges, because people died,” he said.

The term 'boiler' is used for an appliance that exchanges cold water for hot, by the use of gas ,electric,or other fuels.The cold water is introduced into a 'heat exchanger which it flows through  and is heated.

I am familiar with most of the Euro type combi boiler's wall hung and floor mounted conventional boilers,fan flue or natural draw. I have never seen an Actual boiler over here, nor a single unit hand wash appliance.I have not even seen an electric type.Also it said that the safety permit had run out.What permit would that be? who issued it? and was it a certified engineer, who installed it? Do they have councils (similar to gas safe/corgi)over here.Do they have 'bolier engineers' that come out and test these things, and give a certificate of gas safety, on a yearly basis. Or is the permit, in reality, just the receipt given when the thing was purchased.

Surely, if the unit was over its certificate date, and people were injured/killed in the explosion,would this not be the reason for a law suit against the premises owners?
